Torrevieja moves closer to approving 11-storey hotel despite local opposition

The proposed Grupo Insara development would replace a residential plot with an 11-storey, 36-metre hotel close to the La Veleta beachfront

Plans for an 11-storey hotel in Torrevieja's La Veleta area have moved another step forward, despite formal objections from residents and homeowners' associations concerned about the development's impact on the neighbourhood.

The Torrevieja City Council's Local Governing Board has issued a favourable environmental and strategic territorial report for the Interior Reform Plan (PRI) covering a plot on Calle Mar del Coral, promoted by Grupo Insara.

The decision, adopted on August 7 and published in the Official Gazette of the Valencian Government (DOGV) this Thursday, means the planning process can continue under the simplified environmental procedure.

It doesn't mean the hotel has been finally approved. The PRI must still go through public consultation and receive the necessary sectoral reports before the urban planning process can be completed.

However, the favourable environmental decision removes an important hurdle for the proposed development.

The environmental consultation attracted 14 formal objections from 13 different parties, including the Euromarina, San Marino and Edificio Los Foques homeowners' associations, as well as around ten individuals. The City Council has rejected all of the objections.

The proposed development would transform a 1,389-square-metre plot currently designated for residential use into land for commercial and hotel use. Grupo Insara's plans envisage a hotel of at least three stars, with an 11-storey building standing 36 metres high at the junction of Calle Mar del Coral and Calle Mar del Norte, close to the seafront.

The building's height is one of the main concerns raised by residents, who argue that the proposed height could disrupt the existing scale and character of La Veleta and have questioned how the development's impact on the surrounding landscape has been assessed.

Other objections focus on the potential effect of a hotel on traffic, parking and public services.

Residents fear the development could lead to greater congestion, increased pressure on public spaces and additional noise, while also questioning whether water, electricity and other essential services will be sufficient.

The council, on the other hand, is adamant that the hotel won't place additional pressure on the coastline because the development rights attached to the plot remain unchanged. Hotel use is also considered compatible with residential use under Torrevieja's General Plan. The future hotel would, however, have to provide its own parking spaces and designated areas for other forms of personal transport.

The next stage will see Grupo Insara submit the version of the plan that will go through public participation and the required sectoral reports before the project can progress towards final planning approval.

The favourable environmental report will expire if the plan hasn't been approved within four years of its publication in the DOGV, although the period can potentially be extended by a further two years.
