Torrevieja doesn't have enough money to widen CV-95
The 2025 budget for the Costa Blanca city falls short by millions

The desperately needed extra lanes on the CV-95 dual carriageway in Torrevieja are off the table for the moment it seems, as the project has been effectively cut from the Valencian Government’s 2025 budget. The plan, to widen the road that connects the Costa Blanca city with Orihuela and the busy N-332, has only been allocated a budget of €300,000 – a far cry from the multi-million-euro investment that’s needed.
While he was campaigning for election in 2023, Carlos Mazón promised that the funds needed would be made available; in fact, he mentioned the Torrevieja CV-95 in every single political speech he made. When he was elected, Mazón allocated €19.5 million to the ‘CV-95 Projects. Road Widening and Improvement of Road Safety’ line in his first budget. In the 2023 accounts this was bumped up to €30 million but now, somehow, it’s dwindled to a completely insufficient €300,000.
However, when questioned, the Ministry of Environment wanted to reassure residents that the plan is not dead in the water. “The fact that the budget does not include an allocation for this project does not in any way mean that it will not be implemented,” he said this week. “An administrative formula is being worked on under the availability payment model.”
Another glaring omission from the 2025 budget is funds to widen the stretch of this road that passes Torrevieja Hospital, another badly-needed project that would significantly alleviate the bottle neck and traffic jams.
The 2024 budget allocated €5.06 million, and this year's accounts only allocate €165,000.
For now, the government is adamant that the Torrevieja road remains a priority, for which they are exploring a public-private partnership as a way to drum up the funds.
Sources from the Ministry of Environment insist that they are “working hand in hand with city councils and the business community to implement the most viable option that best meets the needs of the region.”
