Finally, this Spanish city has launched a petition to outlaw blackface
The practice of 'blackface' has been widely condemned by numerous anti-racist groups in Spain and international organisations

It seems almost unbelievable that a petition is still needed in 2025 to outlaw blackface in Spain, yet the practice continues to appear at cultural events in Andalucía. A National Action Plan (PNL) has now been introduced, calling for a formal ban on this controversial tradition in Sevilla, which anti-racist groups and international organisations have long condemned.
While most of us consider such blatant displays to be a thing of the past, blackface is still routinely used each January 6 at one of Spain’s most famous events. Traditionally, Baltasar, one of the Three Kings, is black, and this custom is still maintained throughout the country as those taking part in parades don the kind of blackface make-up which in other parts of the world cause offence.
The latest proposal urges Parliament to request that the Andalucían Regional Government create a clear legal framework to prohibit or suspend performances where blackface is used. Advocates argue that this practice violates Article 14 of the Spanish Constitution, which guarantees equality for all citizens.
International bodies, including the Council for the Elimination of Racial Discrimination, have repeatedly stressed that painting faces black to imitate people of African descent is deeply offensive. Critics say it perpetuates harmful stereotypes, dehumanises communities and reinforces discriminatory narratives that belong in the past.
Campaigners argue that normalising blackface sends a damaging message, suggesting that mockery of race is acceptable. The Por Andalucía initiative has therefore requested that, until a formal ban is in place, the regional government ensures cultural events funded or supported by public institutions do not feature racist depictions.
They are also demanding that senior officials refuse to take part in such events as a clear demonstration of commitment to equality and inclusion.
Andalucía has criticised the regional authorities for failing to take stronger action, accusing them of whitewashing a practice that perpetuates exclusion and discrimination. According to the National Public Prosecutor’s Office, the tools to eradicate blackface already exist but have not been effectively used.
The proposal underlines that the Statute of Autonomy of Andalucía calls for the promotion of equality and the eradication of racism across all areas of public life, including cultural performances.
The fact that blackface is still being seen on Spanish streets is, campaigners argue, reason enough for legal prohibition by the authorities.
